City invites public to comment on draft development policies

The City of Johannesburg calls on resident and developers to engage with two draft policies available for public comment before May.

The draft inclusionary housing policy and the draft nodal review policy is currently open for comment.

Draft inclusionary housing policy

The MMC for Development Planning, Reuben Masango, said inclusionary housing is a programme which requires and incentivises private developers to dedicate a certain percentage of new housing developments to low income and low middle-income households at affordable prices.

According to the Spatial Development Framework 2040 for Johannesburg, the Spatial Planning and Land Use Management Act and the City’s municipal planning by-laws, all make provision for inclusionary housing to be implemented by the City.

The document is available to download at http://bit.ly/coj_inclusionary, for viewing at the 10th floor, Metro Centre, 158 Civic Boulevard, Braamfontein, and it can be requested via email from [email protected]

Any comment, representation or objection in respect of the policy should be addressed to Mr D Weakley, City Transformation and Spatial Planning at [email protected], delivered by hand to the 10th floor or by post to PO Box 1049, Johannesburg 2000.

Draft nodal review policy

The Department of Development Planning published the review based on the boundaries and controls of the urban nodes within the City.

“The published document outlines the aims of the nodal review, the process that was followed in reviewing the nodes in the city, and describes a new transect, or development zone, approach,” Masango said.

“It further indicates the development guidelines that should be applied in each of the development zones of the city.”

The document is available to download at http://bit.ly/nodal_rev_files and through the same channels as mentioned above. Any comment should follow the same procedure as mentioned above.
